ABOUT JAMES W F.

For more than 30 years, I’ve worked at the intersection of heavy industrial construction, power generation, and large-scale capital program development across North America and international markets. My experience spans natural gas power generation, aero-derivative turbine repower programs to combined cycle facilities, SCR retrofits, biomass and ethanol conversion systems, geothermal, hydro, petrochemical, cement, CHP, and waste-to-energy infrastructure. I’ve led and governed capital programs ranging from $25 million to over $1 billion. In addition to development-stage capital programs, I founded and led FED Environmental, a multi-state licensed heavy construction and remediation contractor supporting utilities and industrial facility owners through plant decommissioning, environmental remediation, and asset repositioning. This provided direct operational exposure to the full lifecycle of power and industrial facilities — from development through retirement and redevelopment. At New Energy Blue, I serve as Vice President of Construction and Capital Programs, where I led EPC structuring and FEL3 completion for a $700M second-generation bio-refinery and a $150M ethanol-to-ethylene conversion facility. My responsibilities included OEM selection, modular fabrication strategy, rail and permitting integration, geotechnical and archaeological due diligence, and executive interface with Dow regarding ethylene pipeline integration.Earlier in my career, I held senior leadership roles with major EPC contractors including TIC (later acquired by Kiewit), where I led pursuit and commercial structuring of GE to repower programs across North America and supported thermal and combined cycle initiatives.I am particularly focused on aligning development-stage projects with execution-ready EPC platforms — ensuring constructability, risk governance, and commercial structure are positioned correctly before capital deployment.Open to strategic discussions involving large-scale EPC and industrial capital programs.
