ABOUT FLAVIA REY DE CASTRO
I am a bilingual (Spanish/English) professional who, for five years, has administered the use of Community Development Block Grant (CDBG) funds and other community development initiatives in the Town of Windsor. Additionally, I have 10 years of experience working in the non-profit sector, 6 of which are on leadership roles. Previous responsibilities included community work, strategic planning, program development, partnership management, grants management, and fundraising. While being the Youth Development Director at the YWCA in Syracuse, NY, I transformed the Girls Inc. Programs from being at the brink of shutting down, to expanding its reach by 40%. I believe in the power of data to inform management decisions, collaborations to improve program impact and reach, and stakeholder involvement for successful planning. My education includes two advanced degrees in Public Administration and Geography.
