ABOUT FINN D.
I’m a third-year PhD candidate at George Washington University, where my dissertation employs experimental and quasi-experimental to: a) examine how trust mediates the effects of public engagement strategies in the environmental permitting process on attitudes and preferences toward utility-scale battery storage; b) estimate how wildfire-proof building codes are capitalized into insurance and housing markets; and c) assess patterns of pro- and anti-high density housing sentiment and its association with the rise of zoning and land-use regulations. I am also a Senior Policy Analyst at the Regulatory Studies Center, where my work focuses on federal permitting requirements and infrastructure deployment. My professional journey has spanned diverse roles in social science research and public policy. At the Fitzhugh Mullan Institute for Health Workforce Equity, I led survey validation efforts and managed national surveys on social accountability in health professions education, presenting findings to a variety of stakeholders across industry, government, and the nonprofit sector. I also supported the organization’s business development and fundraising efforts. In prior roles, I have developed data-driven insights into the Medicare system, coordinated environmental and economic development initiatives, and contributed to ecological and economic assessments of major infrastructure projects.
