About Jeff Finlay
As a Senior Contracting Specialist I direct and control the establishment of multi million dollar contracts. Responsible for material request, labor funding, travel, insurance, risk management and validating invoices in support of multiple contracts with DART Suppliers. I define and justify expenses, proposals, evaluate terms and conditions and award contracts. Once a contract is awarded I\'m responsible to monitor the terms of the contract including progress, plans, invoices and payments. I address any change orders, modifications or disputes within the contract. I enlisted into the US Army in 1985 and spent just over 16 weeks in lovely Fort Bliss Texas. Over the next 23 years I traveled all over the world and met a lot of great people. The education was wonderful and I have a few stories to tell, some good and some not so good. I joined the Army with a family, my lovely bride and two young sons who received the some of the best education and life experiences the world has to offer. My wife and I reside in Oklahoma City.
