Serves as a point of contact on labor-management matters of overall concern to established bargaining units to include grievances, unfair labor practice charges, information sharing, contract interpretation, labor relations training, and preparation and conduct of contract bargaining. Provides labor relations information on reorganizations, realignments, relocations, reductions in force, transfers of function and outsourcing to educate management on potential impact of these decisions on bargaining unit employees. Exercises a wide range of negotiation procedures and techniques, advocacy, mediation, interest-based bargaining, and other non-adversarial problem solving approaches sufficient to resolve problems. Uses a wide range of HR case law, principles, practices, and regulations sufficient to perform detailed analyses and draw conclusions on complex legal issues, problems, and situations. Performs complex assignments using legal research methods, information-gathering techniques, and analytical skill sufficient to locate, interpret, and analyze for applicability and appropriateness to the assignment. Resolves employee problems pertaining to employee conduct or dissatisfaction, poor work habits, tardiness and absences. Conducts interviews to draw out and organize pertinent facts; considers alternate ways of solving the problem(s) or provides management with recommendation for disciplinary action(s). Explains to management the sequence of actions required in connection with recurring disciplinary problems such as excessive absences; assists in the development of admonishment letters. Advises on the need for compliance with labor agreements/laws. Provides written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to Managers to foster understanding and acceptance of CHRA findings and recommendations.
