As the Business Development & Proposal Manager at Intecon LLC an ASPETTO Company, I lead federal contracting capture efforts and proposal development to secure mission-critical opportunities in cybersecurity, engineering, logistics, and program management. My role involves identifying, pursuing, and managing strategic contracts with key agencies, including FEMA, DHS, DoD, USAF, among other federal agencies. Some of my responsibilities include:• Identify and track government contract opportunities (RFPs, RFQs, RFIs) via GovWin, SAM.gov, GSA eBuy, and federal acquisition forecasts.• Build and maintain relationships with government agencies, teaming partners, and primes.• Conduct competitive intelligence analysis and develop win strategies for new business pursuits.• Lead end-to-end proposal development for federal contracts, ensuring compliance with FAR/DFARS, GSA OASIS+, and agency-specific requirements.• Manage technical, past performance, and cost volumes, coordinating SMEs, pricing analysts, and proposal writers.• Oversee proposal review processes (Pink Team, Red Team, Gold Team) and ensure on-time, compliant submissions.• Maintain a business development pipeline, tracking expiring contracts, recompetes, and small business set-aside opportunities.• Support the development of pricing models (FFP, T&M, CPFF) aligned with competitive price-to-win strategies• Support post-submission contract negotiations, debriefs, and transition planning for awarded contracts.
