About Ervin Perez

As founder and Managing Director of Legacy Fund Limited and a founding partner of Alpha Capital LLP, I’ve spent the last decade driving the evolution of Belize’s financial landscape. Now living in the US, I founded Gracie Rock LLC to connect the dynamism of the US financial market to the small evolving Belize Market through Commodity Futures and Derivatives. I lead our teams in structuring and executing innovative financing solutions—everything from the first education bond (SCA 2014 Mercy Bonds) in the English-Caribbean to the Free Zone Infrastructure Bond (Corozal Free Zone 2015). Most importantly, and with huge economic and national transformative possibilities, I led the pioneering of municipal securities in the English-Caribbean, by pioneering municipal issuances for the Belize City Council (2012) and Belmopan City Council (2017) and 2020, and San Pedro (2025). In April 2020, in syndication with Alpha Capital LLP, I broke new ground again by delivering the Caribbean’s first Municipal Papers: a US$5 million short‐term financing facility for the Belize City Council. As of 2025, we have supported the Belize Citco in issuing and retiring over USD35.0mn in different maturity Municipal Papers. In September 2023, I led the successful closing of the Belize Tourism Board (BTB) US$27.0 mn BTB transformation Bond Offer to support the recovery of the tourism sector post-COVID. My work spans municipalities, financial institutions, commercial banks, corporations, trusts, and educational bodies, always to build a fair, efficient, and regionally integrated capital market. Before founding Legacy, I served as a bank regulator at the Central Bank of Belize (4 years) and as a commercial banking officer (3 years). Drawing on that regulatory and front-line banking experience, I’m passionate about leveraging data-driven insights, regulatory acumen, and strategic partnerships to create sustainable economic growth.
