About Eric Skinner

As the Environmental Health and Safety Manager at NOAA since July 2023, I lead the Environmental, Health, and Safety (EHS) program for the HML in Charleston, SC. I focus on building a strong safety culture, ensuring compliance with Federal, State, and Local safety regulations, and reducing workplace incidents through a comprehensive safety management system I developed. Leveraging my certifications in Radiation Safety Manager, Hazmat, Technical Laser Safety, Confined Space Train the Trainer, Fall Protection, and Lockout/Tagout, and as an OSHA-authorized 10- and 30-hour trainer, I actively work to minimize safety risks and potential liabilities. With over 23 years of experience in occupational health and safety, including prior roles with the US Marine Corps, United States Army, and contracting companies abroad, I have developed a deep understanding of safety programs, risk management, and regulatory adherence. Guided by a commitment to operational integrity and personnel well-being, I work to enhance safety performance and emergency preparedness while supporting NOAA\'s mission to advance understanding of our environment. Managed and developed over 15 different contracts an oversee every facility\'s contract from cradle to grave, as well parterners contracts.     Manage the Environmental safety and occupational health programs at NOAA, ensuring compliance with regulations and standards. Cultivate a safety-oriented work environment, ensuring compliance with safety regulations, minimizing workplace incidents, and enhancing overall safety performance; by using cause mapping technics to create a rejuvenated safety culture. Implemented a Safety-management system/Environmental, Health and Safety (EHS) program for the HML Charleston, SC facility, to minimize all safety risks and reduce potential liabilities. Maintain Federal, State and Local standards and regulations; recommends required new programs/elements to management for the EHS programs. Committee Developed emergency plans, coordinated training programs, and maintained a high safety training rate. Forecast, budget plans five years out with a strong financial acumen, develop and maintain department budget; for all Safety, Contract services and Environmental concerns, Collaborated with tenant partner safety officers to enhance safety measures and protect staff and the environment. Strong analytical skills, problem solving, organizational and planning skills, decision making, especially in emergency/crisis situations, and excellent result orientated Chair the NCCOS Safety Committee for seven different partners within the cohort, NIST, COFC, MUSC, SDNR, NOAA FISHERIES, Marine Mammal Foundation, and NCCOS. Co-Wrote the policies and procedures manual for Safety for all of NCCOS. Emergency Management Manager for all 5 locations throughout the United States and Alaska.
