I am a retired DEA Supervisory Special Agent with a diverse background in global policing and supervisory management roles. With over 38 years of law enforcement experience, both domestically and internationally, I have a proven track record of leading various divisions within the DEA and working closely with international partners as a Subject Matter Expert and trainer.Through transparency and direct communication, I have earned trust and utilized my diverse law enforcement background as a Deputy Sheriff, Narcotics Investigator, and DEA Supervisory Special Agent to connect with and serve marginalized community members by building relationships. I have consistently formed successful partnerships with internal and external stakeholders, leading change, and producing tangible results.My experience includes conducting hundreds of internal employee misconduct investigations, undercover and complex criminal investigations, and collaborating with local, state, and federal government officials. I have overseen two DEA Office construction projects from needs assessment through design to completion.As a servant leader, teacher, and trainer, I am driven by a passion for bringing out the best in others and shaping future leaders of law enforcement, both domestically and internationally. I am dedicated to serving a cause greater than myself and live by the philosophy that problems are opportunities for improvement. I believe leaders with the broadest perspectives are the most effective, a principle I have diligently pursued throughout my career.My mission is to support the development of a professional, accountable, and transparent law enforcement system that respects human rights and the rule of law. I have also conducted assessments and training in Ukraine and Georgia, working in challenging post-Soviet and post-conflict environments. I am passionate about learning, professional development, and personal growth. I am currently working as a contractor for USGI, supporting INL-Kenya, and embedded at the Independent Policing Oversight Authority (IPOA). Established in 2011 by the Kenyan Parliament, IPOA provides civilian oversight of the Kenyan National Police Service (NPS).IPOA’s mandate includes investigating police misconduct, deaths, and serious injuries caused by police actions. It also monitors, reviews, and audits investigations and actions by the NPS Internal Affairs Unit (IAU). While IPOA focuses on egregious police abuses and misconduct, the IAU handles cases of breach of discipline, inaction, corruption, and other misconduct by NPS members.
