Highly experienced, dedicated, and organized emergency management professional with over 25 years of broad and progressive grant program development. Currently managing GHD’s One Aquisition for Integrated Services Plus (OASIS+) IDIQ contract which is the largest governmentwide, multi-agency contract program to provide professional services across six IDIQ contract types. Also currently managing GHD\'s $571 million IDIQ FEMA PA-TAC V subcontract. I bring an executive presence, strong verbal, and written communication skills. I\'m extremely self-motivated, responsible, and confident with a commitment to integrity and vision. My tactical acumen, high attention to detail, project management, and organizational leadership experience have brought new emerging disaster recovery programs to life. I bring the ability to prioritize multiple programs, work with multiple stakeholders, meet deadlines, and develop collaborative work products. I have vast experience and a working knowledge in all sectors of public critical infrastructure and the connected community lifelines. Well versed in projects at Federal, State, and County levels advising throughout the country. In 2019, while at Cal OES, I was tapped to begin the development of the Inter-agency Recovery Coordination (IRC), Recovery Support Functions (RSF) Infrastructure program at the agency. In this role, my team developed long-term disaster recovery solutions outside traditional Stafford act grant funding he implemented this new program during California’s deadliest disaster the Camp Fire DR-4407 and supported recovery efforts within Butte County, Ca. In 2022 I retired from State service and entered into private consulting serving as the Disaster Recovery Manager at EM Partners LLC. I managed programs at Federal, State, and Local levels. Managed the $610 million FEMA PA-TAC IV subcontract with Fluor Corp, directed cadre of 85 staff professional backgrounds consisting of; engineers, scientists, technical advisors, financial experts, emergency managers, and SME\'s. I also led in business capture, which entailed evaluating and developing RFP responses to State and Local contracts. Analyzing solicitation requirements, scoping responses, and developing a compliance matrix with annotated proposal outlines. Developed management plans, Go-No-Go, proposal kick-offs, production meetings, defining expectations, and assigning roles.
