Former Navy Captain with over 30 years of senior Department of Defense staff experience at the Pentagon, overseas, and operationally. As a Senior Acquisition Program Manager for Titanium Cobra Solutions, Deloitte, and Sentek, he supported the Navy\'s TacMobile program after leading multiple organizational design and change management projects, conducting a management assessment of the Global Partnership for Education, and supporting the Army Chief Information Officer/G-6 at the Pentagon as their Senior Technical Writer/Editor for SCT. At LMI, he served as a Program Manager for DoD programs overseeing projects involving human capital management, modeling, strategic planning, and leadership development, and was assigned as an Intergovernmental Personnel Act (IPA) position fill to the staff of OUSD(AT & L)/Office of International Cooperation (IC) as the Deputy for IC Acquisitions and Defense Exportability Features (DEF). In this position, he planned and managed the OUSD(AT & L) DEF Pilot Program, conducted reviews of the international programs for all DoD acquisition programs, supported defense exportability analysis and policy formulation, and coordinated AT & L responses to Yockey Waiver requests. During his Navy career, he served on the Chief of Naval Operations\' N81 staff as the Manpower, Personnel, Training and Education/Readiness Branch Head, conducting and overseeing manpower, training and readiness assessments and studies. Prior to the Pentagon, he served over 26 years as a P-3 aviator in the US Navy, including multiple senior US and NATO Flag staff assignments at the Pentagon and NATO.
