Manage $500K+ program budgets and oversee compliance with VOCA/OVS and civil rights requirements. Supervise multidisciplinary teams and lead recruitment, onboarding, performance management, and staff development. Oversee HR functions including employee relations, payroll coordination, timekeeping compliance, and performance evaluations in coordination with HR. Develop and implement policies, procedures, and training aligned with OVS/VOCA and organizational HR standards. Collaborate with program attorney on case strategy, including drafting/reviewing affidavits, country conditions research, and legal documentation. Provide Spanish–English translation and quality review of client statements and legal materials under attorney supervision. Coordinate case workflow and assignments across paralegals and case managers in alignment with attorney guidance. Collaborate with DA offices, NYPD, FBI, courts, and hospitals to support victim outcomes. Directed compliance enhancements resulting in OVS Tier 1 \'Outstanding\' evaluation. Led development of $1.15M+ VOCA RFA application aligning services with statewide priorities. Provide crisis intervention, safety planning, and legal advocacy oversight.
