About Emory Fristoe

Mr. Fristoe holds a current Top Secret Clearance,(SCI 08/10/2019). He is retired from the US Army where he served nearly 21 years as a Nuclear, Biological and Chemical Operations Specialist ultimately achieving the rank of Master Sergeant (E-8). Expertise was concentrated in Combating Weapons of Mass Destruction and Chemical, Biological, Radiological, Nuclear and High Yield Explosives readiness and defense. Extensive experience building teams, leading change and solving complex challenges through the development and implementation of innovative solutions. Experienced in leading both large and small complex organizations,with a track record of success enabled by leveraging the best from people through clear communications of requirements, and empowerment, tethered to clear measures of effectiveness to ensure positive results. Mr. Fristoe is a graduate of the Emergency Management Basic Academy. Over 15 years of experience conducting and evaluating Emergency Response Exercises. He is an expert in the DHS Homeland Security Exercise and Evaluation Program (HSEEP) process, with a Master Exercise Practitioner (MEP) Certification. He has extensive knowledge as it relates to DHS’s WMD defense guidance and long term goals, as well as the National Exercise Strategy. He has a keen understanding and working knowledge of the Master Scenario of Events List (MSEL) development process as well as the DoD and DHS Exercise planning and development process. He has 10 years’ experience running exercises at the Corp level in both the CENTCOM and PACOM areas of responsibility within DoD and at DHS and USAID for the federal government.

    As the Emergency Management and Continuity of Operations Program Manager for The United States Agency for International Development (USAID), I perform all of the Emergency Management functions of the Agency. I provide oversight, technical guidance, implementation and maintenance of the Safety, Emergency Management and Continuity of Operations (COOP) Programs at the Agency\'s Headquarters and Regional Offices. I oversee the development and implementation of a comprehensive Test, Training and Exercise (TT & E) program that is consistent with all applicable federal regulations, directives and policies as well as the DHS Homeland Security Exercise and Evaluation Program (HSEEP). I develop and maintain close liaison and coordination with all participating organizations involved in the development of the agency security programs, continuity program as well as planning in support of the (TT & E) program. I maintain a very close relationship with the National Continuity Programs Division at FEMA. I review operations, identify potential problems, and recommend improvements. I determine and publish tasks, requirements, schedules, and timelines for the accomplishment of the Safety, Emergency Management, and COOP Programs. I provide supervision for assigned contract personnel and Agency COOP Coordinators from each Bureau and Independent Office engaged in this specialized area of responsibility closely associated with the Agency’s security program. I develop and present oral and written technical briefings to USAID employees, supervisors, senior leadership as well as other stakeholders. I perform emergency preparedness duties in support of the Agency’s employees and their families and provide backup to the Safety and Health Officer. I am also responsible for the monthly submission of the Agency’s Continuity Readiness Report to FEMA. I attend meetings of the Inter-Agency Continuity Working Group (ICWG) and the Small Agency Council’s Continuity Working Group (SAC-CWG).
