About Emmie Hine

I research frontier AI governance and policy at the Safe AI Forum, with a focus on China. I’ve researched AI governance since 2019, looking at multiple levels of governance with a multi-jurisdictional approach. My work spans the ethics and governance of emerging tech more broadly; as a PhD Candidate in Law, Science, and Technology at the University of Bologna & KU Leuven and a Research Associate at the Yale Digital Ethics Center, I researched the fundamental rights impacts of extended reality (XR) technology. I spent time in industry as a software engineer after obtaining my MSc in Social Science of the Internet at Oxford as a Donovan-Moody Fellow and Shirley Scholar, where I wrote my thesis on AI governance in the US and China. I graduated from Williams College magna cum laude in 2020 as a Clare Boothe Luce Scholar and Class of 1960s Scholar as a Computer Science and Chinese double major with a Science & Technology Studies concentration. I was a Phi Beta Kappa junior year inductee and studied abroad at Oxford University as part of the selective Williams-Exeter Programme at Oxford.
