ABOUT EMMA WALKER

I am a financial crime and regulatory leader with 20+ years’ experience across regulation, supervision, investigations and enforcement. I am a Barrister (England & Wales), currently non-practising.I advise on AML/CTF, sanctions compliance, fraud risk management, ABC controls, and regulatory investigations and enforcement risk. I build effective, collaborative relationships across the three lines of defence and with cross-functional teams (Legal, Risk, Compliance, Technology and Operations).I lead financial crime compliance engagements including monitorships/independent consultant matters, enterprise-wide risk assessments, gap and controls testing, and governance reviews. I focus on delivering sustainable remediation, improving effectiveness and oversight, and reducing financial crime risk in complex, regulated environments.I previously held policy, legal and investigation roles at the FCA across Enforcement and Market Oversight, and also led supervisory strategy for an investment/wholesale bank. Prior to the FCA, I was a senior prosecutor for two government departments, where I led the prosecution of high-profile, multi-million-pound frauds (conspiracy to defraud, cheating the public revenue, money laundering).I have significant experience engaging senior stakeholders (including boards, regulators and executives), influencing strategic decision-making, and navigating complex regulatory environments.Independent Expert/Monitorship experience:I was appointed Independent Expert to a major Nordic bank under a DOJ Plea Agreement. I led remediation oversight across multiple workstreams and global teams, providing assurance to the DFSA/DOJ through governance, executive briefings and formal reporting. I co-led an OFAC sanctions independent consultant engagement, assessing a G‑SIB’s compliance with a Federal Reserve Board consent order across governance, policies and procedures, systems & controls, and training.
