Dr. Emma Stewart is a nationally recognized leader in energy resilience and cybersecurity, with over two decades of experience spanning national laboratories, electric cooperatives, engineering consultancy, federal advisory roles, and international research collaborations. As Chief Power Grid Scientist at Idaho National Laboratory, she leads critical programs at the intersection of cyber-physical security, consequence-driven engineering, and operational transformation for U.S. infrastructure.She has directed more than $300 million in strategic R&D investments, developed real-time situational awareness tools for small utilities, and provided high-level cybersecurity guidance to the White House. Dr. Stewart has testified before Congress on national security threats tied to adversarial technologies in the U.S. energy sector. Her cross-sector contributions range from grid modernization at Lawrence Livermore National Laboratory to cyber incident response efforts supporting hundreds of electric cooperatives nationwide.With a foundation that includes applied engineering consulting, Dr. Stewart has consistently bridged the gap between innovation, policy, and frontline implementation. She helped launch the first operational micro-PMU network and founded a national cybersecurity conference for utilities.
