ABOUT EMILY PLAGMAN
As a trusted leader at IMLS, and within its Office of Research and Evaluation, I oversee the planning and implementation of the agency\'s annual evaluation and research activities with a focus on measuring the value and impact that IMLS grants activities have on museums, archives and libraries and the communities they serve. The agency is particularly interested in understanding its reach in underserved communities and, to that end, I currently manage an evaluation of the IMLS Native American, Alaska Native and Native Hawaiian grant programs. The IMLS Leadership Team has requested my engagement on several key initiatives including Future of Work analysis and the Diversity, Equity, Inclusion, and Accessibility program in support of the White House. With all projects I work to ensure activities and outcomes align with the agency\'s strategic plan.In March 2022, I successfully planned and executed the Director-led Citizen Readers Convening, where IMLS hosted 100 literacy professionals to identify strategies and ideas to strengthen national literacy networks and further understand barriers to reading. My planning approach will be leveraged as the methodology for future events hosted by IMLS. As a follow-up to the convening, I am also conducting analysis and developing research objectives of the findings from the conversations.I am also engaged in establishing commercial partnerships to assist IMLS achieve its mission, including working with other federal and private partners to share and learn about our respective research and evaluation activities. At the American Academy of Pediatrics, I managed the evaluation activities related to its National COVID-19 Infection Prevention and Control Center, including building interactive data visualizations using PowerBi.As the Manager of Impact and Advocacy at the Public Library Association, I assessed projects and products in order to determine how they best fit with its’ strategic mission and vision. I also directed an outcome measurement project and other library-related evaluation work.In prior jobs I have experience working on a range of other activities that fits well with this position. As Senior Planner at the Chicago Metropolitan Agency for Planning, I worked on legislative outreach and directed the implementation of new energy efficiency projects across the region. I have been both a policy aide and caseworker during my time working for U.S. Senator Russell D. Feingold. I have experience planning events with a number of different organizations, including the ACLU of Wisconsin.
