ABOUT EMILIA BRETAN
International Development and Human Rights Program Evaluator. Over 16 years of experience.\'Bridge builder\' and capacity developer/mentor. After a short career as a civil and criminal lawyer in Brazil, I dedicated myself to research (masters, PhD and independent research), higher education (more than 8 years of teaching in brazilian public and private universities and institutes) and design and management of organisations and initiatives. Since 2014, I have fully shifted to M&E. In this role, I lead/ manage evaluations, train teams, participate in associations, and provide advice and feedback in strategic planning processes. Since 2005, I have- co-designed and co-managed a prison intervention group (and methodology) that has been replicated in several universities and organisations across Brazil (GDUCC -) and has changed many lives. The initially 100% volunteer group is now a regular extension activity of the USP Law School. In 2013, we launched a book systematising the methodology and reflecting on the experience- co-founded and was Adm-Financial Director on the first board of NECA, a brasilian nationally and internationally recognised association focused on capacity building and technical assistance in the area of Children and Adolescents\' Rights- led and lead several evaluations in Asia, Africa, Latin America, and the Caribbean with international teams- personally trained professionals from more than 30 countries in Europe, Latin America, Africa and Asia in Outcome Harvesting- co-organized the National Seminar of the Brazilian Network of Monitoring and Evaluation Association (2017), during my mandate as a board member. We offered for the first time scholarships for youth participants- presented in international conferences and seminars in 7 countries- lived for 4 months in northern Uganda, where I coordinated a 100% participatory evaluation that developed capacities of young refugee(s) from South Sudan and Congo (2016)- published manuals and articles in Brazilian and international publications. I speak, write and coach teams in Portuguese (mother tongue), English (IELTS 8.5) and Spanish (DELE B2 certificate). I speak and write Italian (everyday use), and am studying French (read and understand). I deliver high quality, outcome-focused, evidence-based assessments. I develop skills in my teams (those who work with me, grow and fly). I identify and appoint development trends and priorities in the organisations in which I work and support strategic planning processes.
