I lead and manage programs across Latin America and the Caribbean, focusing on justice reform, anti-corruption, and human rights protections. I work to strengthen justice systems, advocate for vulnerable populations, and drive systemic change in trafficking in persons (TIP) and human rights. I oversee implementation, engage stakeholders, and ensure compliance with donor requirements, achieving measurable outcomes.Key Programs:• Cartagena Free of Human Trafficking (June 2022 – Dec 2024):$2M JTIP-funded program strengthening the justice sector\'s response to TIP.• Child Protection Compact (Sept 2022 – March 2027):$2.04M JTIP-funded program enhancing Colombia’s criminal justice system for child trafficking cases.• Strengthening Judicial Practice in Colombia (April 2023 – March 2026):$5M INL-funded initiative improving judicial efficiency, prioritizing TIP and human rights cases.• Strengthen the Justice System in Peru (Ongoing):$4.2M INL-funded grant for judicial reform to combat corruption and organized crime in Peru.• CariSECURE 2.0: Subgrant with UNDP under the USAID-funded program strengthening regional responses to youth violence and TIP in the Caribbean.• Supporting Environmental Defenders in Latin America (Sept 2022 – Sept 2024): Coordinating efforts to protect environmental defenders in Colombia, Venezuela, Bolivia, Ecuador, Brazil, and Peru.• Conectando Caminos por los Derechos (May 2020 – June 2023):$5.7M USAID-funded program strengthening civil society’s capacity to advocate for human rights protections.

ABOUT EMILIA REBELO

With 8 years of experience in the international development sector, I am passionate about advancing the rule of law and human rights in Latin America and the Caribbean. As a Program With over seven years of experience in international development, I am committed to advancing the rule of law, human rights, and justice in Latin America and the Caribbean. As a Program Manager at the American Bar Association Rule of Law Initiative (ABA ROLI), I oversee U.S. government-funded projects that strengthen justice sector institutions, combat corruption and impunity, and address human trafficking. I work with diverse teams to deliver trainings, resources, and technology that enhance the capacity of judges, prosecutors, law enforcement, and civil society actors. I hold a Master of Arts in Human Rights from University College London (UCL), where I gained expertise in legal and human rights frameworks, advocacy, and monitoring. I am fluent in Spanish, and have strong skills in political science, public speaking, and proposal writing. I am motivated by the mission to foster justice, democracy, and human dignity around the world.
