About Emily Horowitz

I am an accomplished public policy professional with a proven track record of success in federal and state advocacy. Federal legislative victories include raising the federal minimum legal sale age of tobacco from 18 to 21, passing the Legacy IRA Act to increase charitable giving, and granting the Food and Drug Administration authority to regulate synthetic nicotine products. Local victories within the District of Columbia include implementing the highest state tobacco tax and doubling funding for DC smoking cessation programs. In 2021, I was recognized as a finalist for Women in Government Relations\' Excellence in Advocacy Award for Advocate on the Rise.My passions include social justice and public health, with a particular interest in reproductive rights, youth policy, criminal justice, and anti-trafficking. I have a strong background in policy research, coalition building, and communications.
