About Emanuel Kopp

I am an economist at the IMF in Washington, DC. Previously, I served as an assistant professor of finance, an economist at the Austrian central bank, and a consultant to the IMF. My research focuses primarily on the intersection of macroeconomics and finance. I hold an MSc in Finance and a PhD in Economics.For my PhD, I utilized tick-by-tick data from the Xetra trading platform to critically examine behavioral finance theories by analyzing trading behaviors such as herding and uncovering the impact of systematic liquidity shocks. One of my studies received a top-10 paper award from the American Financial Management Association. Based on that work, I designed trading algorithms for a large U.S. investment bank. I also held a position as an assistant professor of Finance at Wirtschaftsuniversität Wien. At the Austrian central bank, I developed and implemented bank stress tests in the aftermath of the global financial crisis, in collaboration with the ECB. At the IMF, I conducted risk analyses as part of Financial Sector Assessment Programs (FSAPs) for countries including Colombia, Denmark, Germany, Italy, and Kazakhstan. The liquidity stress testing tools I created remain in use today. During the European sovereign debt and banking crisis, I served as the IMF’s financial economist on the Italy team. Later, during the first Trump administration, I was the IMF senior desk economist for the United States, responsible for macroeconomic projections, researching financial regulation and the effectiveness of the 2017 tax reform, and leading the IMF\'s inaugural paper on cyber risk. Subsequently, I contributed to IMF programs and authored a paper proposing a strategy to support private sector firms affected by the COVID-19 pandemic, which I presented at the Peterson Institute.I have since returned to my long-standing passion for teaching and capacity development. I currently manage the Financial Policies Division, where I support colleagues in delivering high-quality training to IMF member countries.
