Experienced systems leader and technical assistance provider with over a decade of cross-sector experience in homelessness services, youth systems coordination, proposals and grant-writing, RFP and grants management, and public sector implementation. Proven success in designing and scaling programs at provider, Regional, and County levels, leading federally funded technical assistance and training, and guiding strategic planning and continuous quality improvement. Skilled in systems thinking, staff coaching and training, facilitation, and data-informed decision-making, with a strong track record of securing resources, driving policy impact, and building collaborative relationships and infrastructure across public agencies, nonprofits, and youth-led groups. Fully bilingual - native proficiency in English and Spanish, Los Angeles based.Nearly 100% success rate in dozens of public and private grant proposals, renewals, and awards, resulting in over $20M of secured funding. Developed and managed RFPs, scopes of work, contracts, budgets, and policies for YCES initiatives. Achieved first-time COLA increases for all CBOs funded under the County Youth E14 Strategy. Led the Higher Education & Homelessness Workgroup with the LA Community College District to develop student-focused housing programs.At LAHSA, led system management and improvement for the Youth Coordinated Entry System (YCES), the nation’s largest youth-specific homelessness services system, representing $30M in programming across LA County. Directed LA’s Youth Homelessness Demonstration Program (YHDP) FY22 $15M award process - a countywide undertaking - engaging 100+ partners to allocate funding and align vision for youth homelessness systems change, including staffing; program design; and RFP development, scoring, and awarding.Designed and launched youth initiatives including Youth Action Board, Peer Navigation, and housing programs at SPY; Youth Access Centers, Campus Peer Navigation, and YHDP programs at LAHSA. Collaborated with youth action boards such as SPY Squad, HYFLA, and LA Emissary to embed lived experience in program design.Managed the Annual LA Homeless Youth Count, boosting volunteer and provider engagement by 300% in 2023. As SPY’s regional YCES lead (2017–2019), managed SPA 5 programs and increased youth housing placements by 15% through stronger provider collaboration. Developed and facilitated CEU coursework on youth homelessness and service approaches for licensed clinicians. Regularly trained community, expanded partner network, and facilitated case conferencing.
