Develop and negotiate the terms of proposals with potential contractors in the development of projects likely to merit funding. • Provide technical assistance to customers in utilizing systems, identifying training needs and inform employers and training providers of eligibility, curriculum, and budgetary requirements, according to legislation, regulations and policies. • Analysis and preparation project outlines, agreements, and amendments. • Review, analysis and evaluation of training contracts to ensure that contractors comply with terms and conditions of the agreements, and to ensure training activities and training documentation are in compliance with the Panel’s legislation, regulations, policies and directives. • Interview contractors, trainees, subcontractors and participating employers to collect information to evaluate the effectiveness of training programs. • Build and maintain positive business relationships with potential contractors, employers, training providers and keep them informed of program criteria and procedures. • Investigate complaints, reports findings and recommend corrective action on complaints received from trainees, contractors, and other participating organizations regarding the terms and conditions of Agreements.
