ABOUT ELLIOTT N.

Elliott J. Nethercutt is an energy economist and regulatory professional with extensive experience in federal and state regulation, resource adequacy, rate design, and energy system planning. In his role as Program Manager for Resource Adequacy at the Western Interstate Energy Board (WIEB), he facilitates and enhances state engagement in the Western Resource Adequacy Program (WPP-WRAP) and other coordination efforts across the West. Elliott previously served as Senior Director of State Regulatory Affairs at the Edison Electric Institute (EEI), where he supported member utilities on state-level advocacy, regulatory strategy, and policy development. Prior to EEI, he worked at the National Association of Regulatory Utility Commissioners (NARUC), assisting state commissions on issues including resource adequacy, performance-based regulation, and the intersection of policy and grid reliability. Earlier in his career, he served as a principal economist at the National Regulatory Research Institute (NRRI); contributed to market design and transmission-planning improvements at the California ISO (CAISO); conducted bulk power system reliability assessments at the North American Electric Reliability Corporation (NERC); and worked on smart-grid, transmission, and reliability initiatives at the U.S. Department of Energy (DOE). Elliott holds a master’s degree in applied economics from Johns Hopkins University and a bachelor’s degree in economics from the University of Colorado Boulder.
