    Serves as chief spokesperson and/or participates as a member of the bargaining team for assigned labor contracts within the Health Department at Multnomah County.• Works closely with department management teams to facilitate the resolution of conflicts, administer corrective and disciplinary actions, identify and minimize employment risks, anticipate employee and organizational issues, and make recommendations and implement solutions.• Advises department HR staff, supervisors, and executive leadership on matters of labor and employee relations, contract administration, personnel rule development and administration, and application of federal and state employment law.• Develops effective working relationships with a diverse customer base and a variety of stakeholders including: department management, union leaders, employees, County Human Resource professionals, and County leaders.• Hears grievances, handles arbitrations, develops Memorandums of Agreements and negotiates settlements to grievances, as necessary.• Reviews disciplinary actions for appropriateness and adherence to Personnel Rules and collective bargaining agreements.• Writes and revises County Personnel Rules as necessary to ensure compliance with relevant laws and regulations.• Responds to employees according to collective bargaining agreements and County rules and policies.• Conducts labor relations training.
