About Elizabeth Rugg
Community Development Manager with six years of experience in facilitating partnerships and collective impact. I am an enthusiast and organizer for improving human connection to place. After witnessing homelessness accelerate and undeveloped lots remain vacant in downtown areas, I began working with Pallet PBC to create second chances for people and places across the US. As Manager of Community Development, I consult with local municipalities and nonprofits about repurposing under-utilized properties into dignified interim shelter communities and empower people to exit the precarious cycle of homelessness and gain stability.

Pallet Shelter is a public benefit company working to end unsheltered homelessness and give people with lived experience in homelessness, drug recovery, and the criminal justice system a fair chance at employment. Our transitional shelter villages help bridge the gap from living on the street to finding permanent housing. As Community Development Manager, I support municipalities in adopting and implementing Pallet\'s non-congregant shelter community approach into their existing continuum of care.
