Kaylor Current Position Summary• Serves as primary liaison with County Counsel to develop agreements and provide requests for action to the Board of Supervisors on behalf of the WDB.• Manages Workforce Innovation and Opportunity Act (WIOA) complex procurements and WIOA and non-WIOA contracting for the WDB; provides process training to the WDB’s Management Analysts. • Works closely with the Executive Director to develop and negotiate contracts, grant agreements, performance plans, and budgets with contractors and subrecipients.•Researches and interprets laws, regulations, policies and procedures, and guidelines to ensure local workforce development area compliance. • Manages the WIOA complaint process and Equal Opportunity compliance. • Works closely with State WIOA program, procurement, and Equal Opportunity monitors to ensure ongoing compliance.• Oversees, coordinates, and guides the WDB’s analytical and clerical staff, contractors, other WDB staff, and other professional staff working on complex assignments through functional supervision. • Writes or edits the majority of the WIOA policy, procurement, programmatic, and fiscal recommendations provided to the WDB and its committees, including recommendations arising from RFP processes and performance analysis. •Works with the Executive Director to identify and develop new WDB policies and evaluates policies developed by staff or contractors.•Provides oral reports on key organizational documents, processes, and related activities to the WDB\'s full board and three committees – the Executive, Oversight/Career Services, and Business Services committees. •Works closely with WDB staff and community partners to develop funding requests and other key documents.• Manages the WDB and committee agenda packet development process.
