Overall responsibility for the delivery of Coventry City Centre South, a landmark, mixed-use regeneration scheme to transform Coventry City Centre. The project will provide 1,500 new homes, up to of retail, leisure and medical space, hotel and extensive new public realm with a development value of £450m. Hill has partnered with Shearer Property Group, forming a Special Purpose Vehicle for the project. • Following the Compulsory Purchase Order (“CPO”) application for the seven-hectare site made in April 2022, taking the lead role on behalf of the developer, supporting the Council and its advisors in preparing for the CPO Public Inquiry held January 2023. The CPO was confirmed in April 2023. This was the Hill Groups’ first Compulsory Purchase Order. • Preparing detailed witness statements for the Managing Director and Finance Director at Hill, who stood as expert witnesses. A critical component was demonstrating the scheme’s viability. • Assisting in the preparation of Deeds of Undertakings and Asset Protection Agreements to remove objectors to the CPO application, including statutory undertakers. • Responsible for leading negotiations and concluding the Development Agreement (“DA”) variations. • Leading the Viability Gap request in accordance with the DA, resulting in Coventry City Council approving £33m in funding towards the scheme. This included preparing detailed viability appraisals. • Establishing the governance process for the development, preparing the project execution plan. • Preparing and presenting the joint venture (“JV”) Board report monthly ensuring strategic and operational plans are managed whilst assessing risks and advising the Board on strategies to avoid them. • Coordinating a design team including Allies & Morrison as architect, to prepare a reserved matters application for 950 homes.
