ABOUT ELIE ABOUAOUN
Fragility generates political risk that neither humanitarian agencies nor private sector actors can navigate without deep contextual knowledge. Understanding what structural conditions allow fragility to be reversed is the work I have done for almost three decades across the Middle East and Africa. My experience spans the three domains of humanitarian affairs, development programming, and political and security architecture. In the MENA region, where displacement is simultaneously a protection emergency, a development failure, and a consequence of unresolved political conflict, these three must be addressed in an integrated approach. I help international organizations & governments design strategies and programs that work across all three pillars of the HDP (Humanitarian–Development–Peace) Nexus.Understanding fragility as well as the legal, institutional, and social mechanisms through which post-conflict societies address past violations, rebuild inter-communal trust, and create the conditions for legitimate governance is essential knowledge for any actor — humanitarian, developmental, or commercial — making long-term commitments in conflict-affected environments. For corporations and advisory practices operating in or exposed to MENA environments, I offer ground-level political analysis combined with executive management experience and a network spanning government ministries, UN agencies, civil society, academic institutions, and non-state actors. My work in this space includes geopolitical risk assessment, scenario planning and early warning, government engagement strategy, and conflict-sensitive due diligence for investment, operational, and reputational decisions.
