I’m passionate about helping governments and nonprofits deliver services that truly make a difference. As the lead for Accenture’s Strategy & Consulting Public Service practice in New York, I work with public sector leaders to reimagine how services are delivered—driving operational efficiency and harnessing the power of AI to achieve better outcomes for communities.I also head Accenture’s Grants Management practice, guiding organizations nationwide through the entire grant lifecycle—from strategy and application to administration and closeout—so they can maximize impact and funding.With over 20 years of experience in strategy and organizational development, my background spans organizational strategy, workforce development, business development, project and change management, federal funds management, and stakeholder engagement. Before joining Accenture, I was a proud public servant at NYC’s Department of Small Business Services, where I led initiatives to expand business access to city services and boost job placements through the public workforce system. My career began in the nonprofit sector, including roles as Director of Development and Communications for LIFT, and service as an AmeriCorps*VISTA member in the Bronx.At the heart of my work is a commitment to community improvement and helping people access the resources they need to realize their potential. I’m proud to serve as Chair of the Board of Directors for the Boys and Girls Club of Harlem, working alongside incredible leaders to create opportunities for youth.

She is passionate about helping the public sector and nonprofit organizations re-envision how they deliver services and obligations- transforming organizational design and culture, embracing the right technologies, and attracting the right skills and capabilities in order to achieve better outcomes for their constituencies. Elena leads Accenture\'s Public Sector Center of Excellence on Federal Funds and Grants Management, supporting clients across the U.S. maximize the use of grant funds across the grants lifecycle, from upfront strategy to pre-award, award, and post-award activities. She focuses on introducing automation to support entities in capturing value and increasing efficiency in grants administration.Elena has over 15 years of experience in strategy and organizational development, including grants management, workforce development, business development, workforce transformation, change management and stakeholder engagement.
