Emily has 15 years of experience assisting clients in navigating and solving complex water problems. She regularly advises water right owners, wholesale water providers, municipalities, mining companies, investors, agricultural users, and non-governmental organizations. Emily’s work focuses on designing and implementing practical solutions that secure clients water resiliency in the face of challenging and changing conditions. Emily is fortunate to be working on some of the Western United States most pressing water problems, including:• Promoting and building water markets in Utah and surrounding states, • Engaging in policy and legislative initiatives to modernize western Water Law• Colorado River Compact compliance and assisting in designing Utah’s Demand Management Pilot Program• Preparing legal strategies to bring water to the Great Salt Lake, a waterbody of international importance• Working with large agricultural producers to implement agricultural water optimization projects • Navigating complex federal water contracts and federal water projects• Working at the intersection of municipal water rights portfolio planning, exaction law, and conservation measures• Designing drought and climate resiliency action plans• Advising on complicated issues of conjunctive management between competing surface and ground water rights• Communicating complex water issues in an engaging and informative manner As an ancillary part of her practice, Emily hosts a well-regarded weekly podcast, Ripple Effect – A Podcast Putting Water in Context, discussing hot water issues with water experts from around the world. She is a frequent speaker at Western water conferences and guest on national podcasts discussing Western water law and water policy. She is currently the Chair of the Utah Bar Association’s Water Law Committee and an Adjunct Professor at the SJ Quinney College of Law.
