ABOUT EDWIN IKHUORIA

I am a senior policy, advocacy, and campaigns leader with over 20 years of experience shaping public policy, mobilising political will, and influencing financing decisions across education, health, and broader social sectors in Africa. My work sits at the intersection of policy strategy, evidence-led advocacy, and large-scale campaigns, supporting governments, multilaterals, foundations, and civil society to translate political commitment into sustained systems change. I have led and advised initiatives that engage ministries of finance and education, heads of state, regional institutions, donors, and national coalitions to elevate social sector priorities within fiscal and development decision-making.Currently, I work with the Global Partnership for Education, where I support global and country-level efforts on domestic and sustainable education financing, political mobilisation, and advocacy strategy. This includes designing campaign narratives, stewarding high-level champions, and aligning civil society, governments, and development partners around shared policy goals. My professional background spans- Global and regional policy advocacy and campaigns- Education systems strengthening and development finance- Political economy analysis and behavioural economics-informed communication- Coalition building across governments, foundations, multilaterals, and civil society- Translating research and data into persuasive policy narrativesAlongside my professional work, I am completing a PhD in Behavioural Economics, focused on how targeted communication strategies influence public attitudes and policy support, particularly in men’s health and social policy. This academic grounding strengthens my approach to advocacy by combining political insight with behavioural evidence.I am particularly interested in work that- Positions education and social policy as core economic and political priorities- Strengthens domestic financing and accountability systems- Uses evidence, narrative, and coalition power to shift policy outcomes at scaleI am open to strategic conversations with foundations and international organisations working on policy reform, advocacy, and campaigns across Africa and globally.
