ABOUT EDWARD WILLIAMS

I’m a Capital & Retrofit Solutions Manager working within Fortem’s central procurement team, delivering in the social housing sector. Within my role I specialise in leading the preparation and shaping of contractor proposals for capital investment and retrofit programmes that are technically robust, commercially viable, and deliverable at scale.I work closely with housing associations and local authorities to translate asset data, EPCs, and stock condition surveys into PAS 2035–compliant whole-house retrofit and capital works solutions—from early feasibility through to contract award.I have strong experience supporting the development of contractors proposals and programmes aligned with government and local authority funding streams, ensuring solutions are optimised to meet grant requirements while remaining practical to deliver and sensitive to residents. My goal is to help social landlords and delivery teams bridge the gap between ambition and reality—creating retrofit and capital programmes that reduce carbon whilst improving homes and the lives of the tenants in these homes. I graduated from Portsmouth University in July 2015 with a 1st Class Honors degree after studying BA(Hons) International Business Studies. More recently, I studied part time at London South Bank University where I completed an MSc Quantity Surveying course and graduated with 1st Class Honours.
