   I serve as the Chief Compliance and Performance Management Officer for the Norfolk Redevelopment Housing Authority (NRHA) founded in 1940. NRHA is the largest redevelopment and housing authority in Virginia and is a national leader in real estate development and property management, administrating 1,864 LIPH units and is allocated for 5,182 vouchers via its Annual Contributions Contract (ACC). The vouchers are currently issued are as follows: 4,289 tenant-based vouchers, 52 Mainstream Vouchers, 168 Veteran Affairs Supportive Housing vouchers (VASH), 225 Near Elderly Disabled (NED) vouchers, 63 Emergency Housing Vouchers and an allocation of 70 SRAP Certificates. As of November 2023, NRHA currently has 898 project-based vouchers, and 586 RAD project-based vouchers. In creating the Office of Compliance and Performance Management (OCPM), I was tasked with developing the department’s vision and mission statements, hiring staff, and assessing the compliance, policy, standard operating procedures, organizational and employee assessments, and performance management needs of all NRHA departments. I oversee a staff that includes, but not limited to, the Vice President of Policy and Performance Management, the Vice President of Federal Programs, the Manager of Reporting and Performance Metrics, and the Manager of Procurement. OCPM serves on various work committees including: Yardi Software initiation and previous platform migration, initiation of the use of Bonfire/Enua as the agency’s procurement software platform as well as for contracts and grants management, the Board of Commissioners Committee for Economic Inclusion, Process Mapping and Project Management, Legal Complaints, Continuous Quality Improvement Facilitators, Audits and PHAS reviews, etc.
