About Lalo Rubio
Emergency management professional with a strong background in alert and warning systems, interagency coordination, and response operations. Currently serving as the Alert & Warning Coordinator for the County of San Mateo Department of Emergency Management, where I manage public notification platforms including SMC Alert (RAVE), IPAWS, Tsunami Sirens, and Genasys Protect (Zonehaven) to support community preparedness and safety.My previous experience includes working with the California Governor’s Office of Emergency Services (CalOES) as a Regional Emergency Services Coordinator, where I acted as the primary liaison between Monterey, Santa Cruz and San Mateo Counties and CalOES regional and state leadership. I deployed to local Emergency Operations Centers (EOCs) during emergencies to support mission coordination and streamline communications with the State Operations Center.Earlier in my career, I served with FEMA Region 9’s Incident Management Assistance Team (IMAT-2) as a Situation Unit Leader (SITL) and later as a Resource Unit Leader (RESL). In these roles, I responded to major incidents across the region, supporting joint incident action planning and developing situational awareness products in collaboration with state and federal partners.Driven by a commitment to public safety and operational excellence, I bring field-tested experience and a collaborative mindset to every mission.
