About Edco Bailey

Affiliated with one Hospital for 26 years, I saw much grief and suffering. I would like to see an end to disease. I am glad to be a 30-year-long member of the Rotary Club and a Major Donor Level II to its International Foundation. I am excited by Rotary\'s 34+ year-long effort to eradicate Polio from the Earth! I would greatly like to see an end to Sickle Cell Anemia Disease also and think that a sociological approach could be successful towards this aim. Having served in three statewide organizational positions,(Associate Director of the Massachusetts Council of Churches, Assistant Governor of Rotary District 7620 -central MD and Washington, D.C, and Maryland Civil Air Patrol Wing (State)Chaplain) I am aware of organizational culture, structure, needs, and communications modalities. Healing in its many faces is a long-term interest of mine as will be noted from my history of hospital volunteering while in Bible College, Combat Medic service in Vietnam, seeking to heal divisions in religions in the Council of Churches, hospital chaplaincy, my current volunteer activity of supporting hospital chaplains\' certification process, placement, and peer review, and my Civil Air Patrol chaplaincy recruitment, placement, and development throughout Maryland. I am writing a manuscript on practical spirituality. This brings together my long-held interest in writing, my doctoral study in spirituality, lessons from my work experience, research skills, and my belief that the foundation of healing and health in based on spirituality. For six summers during my graduate study years, I worked as a seasonal US Customs and Immigration Officer and learned much about US Code Law and how to apply it at the road border, US inland airport, and at foreign pre-clearance entry stations. Serving on a hospital\'s Institutional Review Board for ten years also taught me about US Code Law relative to FDA and HHS requirements for research with hospital patients. I also volunteered on the Ethics Committee Fertility Clinic for 10 years in Rockville.

1. Maryland Civil Air Patrol Wing Chaplain

   During WWII, private pilots used their small airplanes to assist in the defense of the nation from foreign enemy. The tradition of civilian support to the mission of the US Air Force continues today. Over volunteer civilian adults and cadets prepare constantly for readiness to serve. Some 1,300 plus of these men, women, and teenagers are based in Maryland in 27 different local squadrons. Each is focused on moral character development, aerospace education, and emergency service readiness. Each of the local units spread throughout the State has a Chaplain or Chaplain Assistant staff position associated with it. My administrative task as the State or Maryland Wing Chaplain is to assure recruitment, training, deployment, and professional development of Chaplain Corps staff throughout the State. I also do the standard professional sacramental and pastoral service of a Chaplain when necessary at units or for members of any Civil Air Patrol unit throughout the State. We can help to set up an incident command post at any place within the State in short order with trained and certified personnel to conduct search and recovery of downed pilots and aircraft. A field worship unit comes with this post if the field activity proceeds through regular Sabbath worship periods. Critical Incident Stress Debriefing and Stress Management is readily available. Professional counseling is available for recovery. In short order and with proper protocol, we can have 400 persons of select skills orderly operating as aircrafts pilots, scanners, observers, ground search teams, logistics and operations support teams from any small airport in the State for as long as it takes to locate the objective of the US Air Force authorized emergency service search.
