    Develops and implements national outreach programs for independent inventors and small business owners, with an emphasis on those who are under-resourced or are from under-served communities to increase awareness of the importance of IP and resources to assist them to obtain IP projection and use IP to start or grow a business. Stays abreast of current legislation, policies, regulations, and government-wide initiatives related to innovation, small business, and entrepreneurship and makes recommendations to improve existing programs or develop new programs to support those initiatives and to further the mission of the USPTO. Creates, analyzes and evaluates outreach programs for conformance with the specific needs of the target audience, mission and goals of OIO/OCE/OCCO, the USPTO Strategic Plan, including operational plans on outreach and education within the USPTO, the DOC as well as other Federal agency’s programs that support the USPTO mission. In collaboration with the OCCO staff, plans, produces, and promotes conferences, expos, symposiums, social meeting events and other activities that target independent inventors, small businesses and entrepreneurs. Attends conferences, exhibits and expos sponsored by other organizations throughout the United States to promote IP awareness and provide information about USPTO resources available to independent inventors, small businesses, and entrepreneurs. Serves as a consultant/shares expertise with other USPTO business units participating in or sponsoring conferences on science, technology, engineering, art, and math (STEAM), IP, invention and innovation issues. Identifies opportunities for formalized collaboration-outreach/training between USPTO and federal, state and local government entities, colleges and universities, chambers of commerce, accelerators/incubators and like-minded stakeholders via MOU(s), SAM(s) and co-sponsorship agreements.
