Principal & Founder @Sagax Associates, Llc
Wilmington, DE, US
Sagax Associates is not just a consultancy; it is a powerful engine for change—a premier, cross-sector firm dedicated to delivering high-stakes, transformative results for communities, businesses, and organizations across the nation. Our foundation is built on an elite deep bench of experts and a principal who commands over a quarter-century of combined, high-level cross-sector and intergovernmental experience. This expertise, honed across pivotal federal, state, regional, private, startup, and nonprofit sectors, grants us an unparalleled strategic command and the insight necessary to navigate and lead in several critical domains. This essential expert counsel is available to private sector entities, communities, governments, and organizations that simply cannot afford failure.Client example: As a vetted technical subcontractor to Ernst & Young (EY), co-led the coalition strategy and grant application for the Detroit Regional Partnership Foundation\'s Build Back Better Regional Challenge — a $52.2M EDA award selected from 60 finalists nationwide as one of the 21 largest grants in the $1 billion program. Conducted multi-jurisdictional incentive landscape analysis, aligning clients\' capital investment timelines with incentive eligibility windows and post-award compliance calendars across concurrent state and federal programs — directly analogous to infrastructure expansion incentive portfolio.Navigated energy and utility program structures in economic development projects, including utility rate negotiations, energy efficiency incentive stacking, reliability, procurement challenges and power infrastructure considerations for large-scale development and infrastructure siting decisions.Coordinated and managed external advisor teams — legal counsel, tax consultants, real estate advisors, and engineering firms — in support of complex multi-party incentive pursuits, including Big 4 firm EY on major federal grant competitions.

ABOUT KIRSTEN WOLFINGTON MCGREGOR
For over 25 years I was the person on the other side of the table — designing the programs, setting the eligibility criteria, running the compliance reviews, and deciding which applicants made their case well enough to win. At the US Economic Development Administration, FEMA, HUD, and on President Obama\'s Hurricane Sandy Rebuilding Task Force, state executive, and my time with Sagax, I have managed, shaped, and secured over $2 billion in funds- federal, state, philanthropic, VC, and corporate fundes, of which over $150M competitive funding secured for Sagax clients since it\'s founding in 2014. That inside-out knowledge is what I bring to clients through Sagax Associates today. The intersection I work in: federal, state, and local government incentive programs — grants, tax credits, abatements, revolving loan funds, workforce development benefits, utility incentives — and the infrastructure investment decisions that depend on navigating them well. Site selection, incentive stacking, multi-jurisdictional compliance, coalition building, public-private partnership structuring. I\'ve done this across economic development, disaster recovery, real estate, energy, workforce, and blue economy sectors. The through-line is always the same: knowing how government programs actually work, not just how they\'re described.Recent example: As a vetted technical subcontractor to Ernst & Young, I co-led the coalition strategy and application for the Detroit Regional Partnership Foundation\'s Build Back Better Regional Challenge — a $52.2M EDA award selected from 60 finalists nationwide. The coalition included the Big Three automakers, the United Auto Workers, the University of Michigan, and 130+ other partners.I completed Harvard\'s Agentic AI and Generative AI Strategy certificates in 2025 and apply those tools directly in client engagements — faster analysis, broader scenario modeling, sharper deliverables. How I work: Fractional advisory arrangements, defined-scope project engagements, and hourly consulting — structured to fit what clients actually need rather than a standard retainer model.CRE (Counselors of Real Estate)| Harvard AI Certificates | University of Pennsylvania MCP | Forbes Next | Former NADO Board MemberIf you\'re navigating infrastructure siting, federal incentive programs, or economic development strategy — or you\'re not sure whether what you\'re dealing with is something I\'ve seen before — let\'s have a conversation.
