About Ryan J. Earley

I am a classically trained physicist and earth scientist with a passion for technical problem solving, “big data” geospatial analysis, and delivering deep, actionable insights into complex challenges. My expertise lies in optimizing the design, planning, and protection of pre-installation subsea cable routes and cable burial strategies for power transmission, renewables, and telecommunications systems. I also play a key role in supporting the permitting, planning, and development of offshore energy projects, ensuring seamless integration of geophysical and geotechnical findings with federal permitting requirements.I have extensive, hands-on knowledge of the Bureau of Ocean Energy Management (BOEM) permitting process for U.S. offshore wind, as well as the U.S. Army Corps of Engineers (USACE) permitting process for telecommunications systems. This includes comprehensive oversight of technical reporting, data submissions, and content for critical project milestones—such as Site Assessment Plans (SAP), Construction and Operations Plans (COP), and Departure Requests.With 20 years of direct survey and field experience studying marine geology and geotechnical properties across the U.S. East Coast shelf and worldwide in over 20 countries—and more than 16 years focused specifically on subsea cable projects—I offer highly targeted insights tailored to each developer’s needs. My combined expertise in BOEM permitting and marine geophysical/geotechnical survey and interpretation underpins the development of effective strategies and documentation for pivotal offshore wind filings.
