Earl W. Anderson, AICP, CZA, is the Director for the Department of Planning and Development Services, administering the administrative and supervisory work of the Planning, Development Services, and Building Safety divisions. He provides technical advice to the County Administrator, Deputy County Administrator, Assistant County Administrator, Planning Commission, and the Board of Supervisors. He prepares the department’s budget, monitors expenditures, and directs the compilation of weekly, monthly, and special reports.He has worked as a Planner, Senior Planner, Chief of Development Services, and Deputy Director for the Department of Planning and Development Services in York County, as a Utility Planner in Richmond, Virginia, and as the City Planner, Senior Planner, and Planner in Harrisonburg, Virginia. Mr. Anderson also served as an Aviation Electrician in the US Navy from 1990 to 1994. Earl has served from 2004 to 2025 on the Virginia Chapter of the American Planning Association Board in various positions, including Professional Development Officer and President. Mr. Anderson received a Bachelor of Science in Community and Regional Planning from Appalachian State University in American Institute of Certified Planners
