ABOUT EARL COWAN

I am a dedicated, Community Focused Law Enforcement Leader with over 20 years of experience in managing investigations, progressive law and order issues, asset security, public service/community relations, law enforcement training, ethics and conduct. I hold a Bachelor of Science Degree in Criminal Justice from the University of Central Florida. I am a graduate of the Northwestern University, Center for Public Safety School of Police Staff and Command (Class 491) and a graduate of the FBI-LEEDA Leadership Trilogy Program. I am also an alumnus of the Washington State Criminal Justice Training Commission/FBI Northwest Command College. I have vast experience and a comprehensive knowledge in internal investigations, public safety programs, emergency response, policy and procedure development, budget planning, organizational management and media relations. I am adept at conducting investigations and diffusing potentially volatile situations with tact and diplomacy. I am also a confident communicator able to convey information clearly at all levels. I have shown to be capable of directing and leading police personnel to meet law enforcement objectives coupled with exceptional comprehension of gathering evidence and complying with legal and policy requirements. I am a disciplined leader with the proven ability to remain calm and deliver results in high-pressure situations and I\'m thankful to those who helped me get here!
