Credentialed Type All-Hazards Incident Commander, Operations Section Chief, and Liaison Officer representing Emergency Support Function (ESF) 11 – Agriculture and Natural Resources – for the State of Arizona. I lead in Unified Command environments and drive statewide emergency preparedness and response efforts focused on agriculture, natural resources, and food systems. My role includes coordinating complex, full-scale exercises like Arizona’s annual Palo Verde Generating Station (PVGS) radiological drills, ensuring agriculture and natural resources are fully integrated into all-hazards emergency plans. I provide leadership in agro-terrorism, bioterrorism, and agricultural biosecurity, and guide training and compliance related to ICS and NIMS standards for stakeholders statewide. As the primary liaison for the Arizona Department of Agriculture (AZDA), I work closely with county, state, tribal, and federal agencies—including FEMA, DHS, and FBI—as well as NGOs, volunteer groups, and the private sector. I support wildfire large animal evacuations, Foreign Animal Disease (FAD) response, and the development of radiological emergency response plans for crop/agricultural assets across Arizona, utilizing both digital and analog mapping tools to track status and impact.I also lead departmental efforts in grant writing, submission, and reporting, securing critical funding that supports both personnel and operational continuity across Arizona’s agricultural emergency response programs. ABOUT DWAYNE C. UHLIG

From a Command Sergeant Major (CSM), USA, Ret. to a professional onion peeler, yes, I said an onion peeler. As an experienced Emergency Manager and team lead, responsible for a state’s worth of Agriculture and Natural Resources you must hone your skills as just that.Leaning forward in the saddle with my saber drawn, this old Cavalry Scout continues to tackle challenges thrown at him. Though not the same fight, Agriculture based Emergency Management has proven itself a favorite as this new chapter continues. In my humble opinion, Emergency Support Function (ESF) 11 (Agriculture and Natural Resources) is gaining significant momentum within the Emergency Management community, though always present as a primary ESF, I see more and more as this specific community draws attention with its raw capabilities and real-world demonstrations. We’re no longer just “cow folks”, we are a force multiplier with a tenacious drive possessing a “tool kit” with a myriad of honed instruments prepared and ready.
