Munich, DE
Versicherungskammer’s Chief Data Officer, initially leading the IT teams responsible for data warehouse, business intelligence, and data analytics/AI — including all data scientists and data engineers. Defined and set Versicherungskammer’s Data and AI Strategy as a sub-strategy of the IT strategy. Built the company’s AI governance function from the ground up: AI system registry, risk classification framework, and governance processes achieving EU AI Act compliance. Led preparatory studies for FiDA (Financial Data Access regulation). In early 2025, transitioned from IT into Unternehmens- und Konzernentwicklung (Corporate Development) to focus on AI and Data Governance as a strategic corporate function. Now responsible for data governance within the Data Driven Transformation program, AI governance for new AI systems and high-risk processes, and regulatory preparedness across the evolving EU landscape. Regular speaker at industry conferences including the CDO BFSI Exchange Europe (Berlin) and Plug and Play Germany Summit (Munich). ABOUT OLIVER DUSCHKA
I lead AI and Data Governance at Versicherungskammer, Germany\'s largest public insurer. My focus: building governance that enables responsible AI adoption rather than blocking it — through an AI governance framework for EU AI Act compliance, including an AI system registry, risk classification, and embedded governance workflows. The goal isn\'t to avoid risk — it\'s to make risk transparent and manageable from the start. My scope also includes data governance as part of Versicherungskammer’s broader Data Driven Transformation, and preparing for FiDA (Financial Data Access regulation) as Europe’s financial data landscape evolves.I represent Versicherungskammer in industry regulatory working groups and speak regularly on proportionate, embedded governance at conferences such as the CDO BFSI Exchange Europe and the Plug and Play Germany Summit. Before focusing on AI and data governance, I led the data warehouse, business intelligence, and data analytics/AI teams.Earlier in my career: Head of Sales and Customer Success at think-cell, VP & General Manager EMEA at Unisys, SVP at T-Systems, Engagement Manager at McKinsey, and Head of Information Integration at Socratix, a bioinformatics startup in Silicon Valley.PhD in Computer Science, Stanford University (Fulbright Scholar). London Business School General Management Program.
