ABOUT DUANE BONIFACE
A strategic manager and expert in the areas of risk assessment and operations research, particularly as applied to maritime and homeland security-related matters. Over 20 years of experience as a civilian employee and officer in the Coast Guard, with service as an engineer/analyst in the field and at Coast Guard Headquarters. Currently lead an organization of approximately 160 personnel at the Consumer Product Safety Commission, with focus on safety of consumers from a wide range of products. Was the primary author of the Coast Guard’s first Risk-Based Decision-Making Guidelines, and played a key role in efforts to incorporate risk-based decision-making and human and organizational factors in Coast Guard. Application efforts included leading a large passenger vessel risk assessment to focus International Maritime Organization (IMO) efforts, and participating in IMO committees and meetings on maritime operations, risk assessment. While at the Johns Hopkins University Applied Physics Laboratory, focused on applying advanced analytic methods and technologies to national security issues. Led or participated in several major studies, including a review of the risk associated with aviation-based attacks, support for the National Maritime Security Plan, maritime domain awareness and intelligence-related experimentation, and the development and implementation of methodologies for characterizing security risk in supply chains, and various critical infrastructures. At ABS Consulting, focused on U.S. Navy force protection, maritime domain awareness, experimentation, risk assessment for DHS infrastructure protection and for the TSA air domain, and security risk assessment, business processes and performance measurement for the Coast Guard.Specialties: Strategic management, risk assessment, risk management, regulatory analysis, operations research, experimentation, anti-terrorism, counter-terrorism, intelligence processes.
