I have over 20 years of civil engineering experience in private and public land development project management and site civil engineering. I’ve provided experience insight into various planning engineering design and permitting processes at the federal, state and local levels of government. My experience encompasses all aspects of master planning communities including single and multi-family residential, commercial, hospitality, municipal, public infrastructure, parks, schools, health care facilities, and automotive proving grounds. Key areas of expertise include project and program management, hydrology and hydraulic analysis, infrastructure design, computer-based civil design and drafting, and construction administration. Land development experience includes preparing master plan documents, tentative and final plats, grading and drainage plans and design reports, storm water pollution prevention plans and reports, rainwater harvesting design plan and reports, street, water, and sewer improvement plans and design reports, sewer bypass plans and reports, quantity takeoffs for cost estimating and site inspections; interacting with clients, contractors, local government officials and impacting the whole project from conceptual and design phases, through the regulatory review process, bidding, and construction.

   As the leader of the Town’s Stormwater Utility Division, I take pride in managing and shaping policies that directly impact our community’s environmental resilience. My role encompasses overseeing field inspections under the Municipal Separate Storm Sewer System (MS4) program, driving capital improvement initiatives, and ensuring compliance with vital regulations set forth by the Arizona Department of Environmental Quality (ADEQ) and the Environmental Protection Agency (EPA). Beyond technical oversight, I am committed to fostering public awareness through engaging educational outreach programs focused on floodplain management and stormwater quality. I represent the Town in planning discussions for FEMA-related projects, provide technical expertise to ensure Clean Water Act (CWA) adherence, and lead emergency preparedness and recovery efforts following flood events. Budget management, regulatory enforcement, and strategic infrastructure planning are at the core of my responsibilities, including evaluating fee rates and maintaining the 10-year Stormwater Utility Capital Improvement Program (CIP). Additionally, I serve as the liaison for the Stormwater Utility Commission and represent the Town at Pima County Flood Control meetings to build collaborative regional partnerships.
