ABOUT EMILY MCCULLAGH

I am an accomplished safeguarding and education leader with a career dedicated to building safer, more inclusive environments for children, young people, and vulnerable adults. My experience spans national policy leadership, governance, school inspection, and frontline headship — giving me a unique perspective that bridges strategy with practice.Currently serving as National Strategic Safeguarding Lead with the Strategic Council for Catholic Safeguarding, I shape safeguarding policy, monitor quality assurance, and work closely with regulators to ensure meaningful impact. Previously, I led national safeguarding training at the CSSA, reaching over clergy and enabling volunteers to access best-practice resources.Alongside my national roles, I support specialist schools as a Panel Member with Melrose Education, and I bring consulting expertise through EMC Education Consulting Ltd, advising schools on safeguarding compliance, inspection readiness, and leadership development honed by my work as a school inspector.My leadership philosophy is rooted in the belief that safeguarding is not a tick-box exercise, but a moral imperative — requiring vigilance, cultural change, and collaboration at every level of an organisation.
