Dr. Angelicque Tucker Blackmon is a highly qualified researcher and external evaluator. She is experienced in designing STEM education research programs, designing STEM education evaluation studies, conducting culturally responsive evaluations and mixed methods research and evaluation studies, developing logic models for program evaluations, and writing research and evaluation reports and IRB applications to ethically conduct research involving human subjects. She is also experienced in using various qualitative and quantitative research methods to conduct cultural and organizational audits. An accomplished academic and scientist, Dr. Blackmon earned her Ph.D. in Educational Studies with an emphasis in Science Education from Emory University. She also holds a B.S. and an M.S. in Analytical Chemistry from the Georgia Institute of Technology and completed a two-year Postdoctoral Fellowship in Cultural Anthropology. Dr. Blackmon is CEO and Director of Research and Evaluation at Innovative Learning Center, LLC, in Atlanta, Georgia. She has evaluated 23 STEM education-funded projects throughout Florida, Georgia, Arizona, Wisconsin, and the USVI. She has been conducting research and assessing STEM education programs for 25 years. By leveraging her data analytics and ethnography expertise, she provides clients with tools to design and implement human-centered research. Additionally, Dr. Blackmon was the principal investigator on an eye-tracking distance learning research study to shift how we measure and understand problem difficulty and cognitive activity during chemistry problem-solving. Research findings from this study have implications for chemistry education and software development to improve chemistry education. Her work has led to the publishing of over 30 reports, conference presentations, and research papers. Before she founded ILC in 2003, she worked as a research chemist with Dow Chemical and 3M.

I lead a team of Program Evaluation Analysts, Statisticians and Data Scientists. Together, we measure and report on metrics that matter. We spend most of our day writing and designing evaluation plans and reports for STEM education programs, analyzing qualitative and quantitative data, and producing reports. We center appreciative inquiry and blend rigorous, human-centered evaluation with clear communication, turning complex data into meaningful, actionable insights that honor people and programs.My team and I have been conducting STEM education evaluations for over 25 years. We partner with world-class institutions and people to change the common narrative on student deficits to asset-based narratives of abundance and \'more than enough\' using data analytics. Our focus on advancements in evaluation with in-depth technical knowledge of data analytics, expertise in culture, and change management provides clients with results. We use human-centered data collection strategies and innovation in evaluation to enhance our clients\' competitiveness. We work to catalyze the next generation of STEM innovators, evaluators, and entrepreneurs using what we have learned from years of STEM education program administration, evaluation, education research, database building, data mining, and data analytics.
