About Zakir Thomas
Zakir Thomas is a former officer of the Indian Revenue Service with about 34 years of experience including senior leadership roles. He was Director General (Systems), Income Tax Department and was heading the e-governance delivery team. He held the positions of Chief Commissioner of Income Tax, Principal Director (Investigation), Kerala and Lakshadweep, Principal Commissioner of Income Tax Bangalore; has been with the Central Board of Direct Taxes as Commissioner looking after policy matters. He set up the Directorate of Directorate of Income Tax (Risk Assessment) for which he was awarded by the Government of India with Finance Minister\'s Award. He held leadership positions in the government of India in the Ministries of Finance, Science and Technology and Human Resources Development with experience in policy formulation in the fields of intellectual property, e-governance and innovation. He is the founder Director of Open Source Drug Discovery of the Council of Scientific and Industrial Research (CSIR) where he led an open innovation drug discovery programme. As the head of the Director General’s Technical Cell, CSIR, he led the team which provided technical and policy inputs on intellectual property and science policy related matters. He served as the Registrar of Copyrights of Government of India, Commissioner of Income Tax and as Deputy Secretary in the Department of Higher Education of the Ministry of Human Resources Development and has several papers to his credit on Intellectual Property Rights, particularly copyright law. He is available for consulting on Income Tax law and Copyright law.
