Presently serving as University Librarian, having more than 24 years of professional experience in librarianship. He joined NIT Silchar in 1998 as an Assistant Librarian; in year he joined in the Gurucharan College, Silchar as a College Librarian; and in 2011 he joined Dibrugarh University as a Deputy Librarian and from 2023, he is serving as University Librarian at Dibrugarh University. In the year 2018, he took the charge of the Centre for Library and Information Science Studies of Dibrugarh University as the Chairperson. He also is holding the charge of University Coordinator for Shodhganga and PDS entrusted by the INFLIBNET Centre (an IUC of UGC) for Dibrugarh University from 2014. He served as the Honorary Librarian I/C (Automation) at the NIT Silchar from 2008 to 2009. He also served as Coordinator, simultaneously, for the Manuscript Resource Centre, and Manuscript Conservation Centre from 20••••11, under the aegis of National Mission for Manuscript, Ministry of Culture, Govt. of India, New Delhi He completed his Masters of Science in Zoology from North Eastern Hill University in year 1990, Masters in Library and Information Science from Gauhati University in the year1997, M.Phil. in the year 2009 and Ph.D. from Gauhati University on Preservation Techniques of Sanchi Manuscripts of Assam in the year 2014. As a part of the Ph.D. research work, He also visited Germany for accomplishing deep understanding of scientific conservation techniques of wood origin manuscripts like Papyrus, Parchment, and other Coptic manuscripts. Dr. Utpal Das, in his credit has more than 40 publications of local, national and international level so far. He has accomplished so far 46 invited lectures of local and national and international level. He was also invited to deliver a lecture on ‘Scientific conservation of wood origin manuscript of Assam’ by the Centre for the Study of Manuscript Cultures of Hamburg University, Hamburg, Germany in 2013.
