Oversees Labor Contract Administration: Analyze, and interpret, various labor contracts between 9 unions, associates, and management for over associates. Investigates, and evaluates union and management complaints to determine viability in alignment with the collective bargaining agreement. Risk Analysis and Compliance: Conducts comprehensive risk analysis on all labor related issues. Provide guidance to supervisors, managers, and HR professionals on resolving a wide range of work-related conflicts through advice and recommendations. Negotiation Facilitation: Prepares negotiation strategies that are in alignment with the the best interest of the Agency and bargaining unit associates. Leads negotiations with labor unions to achieve a mutually agreed upon contract. Act as a liaison in meetings with union representatives, presenting the agency’s position in negotiations, grievances, disciplinary actions, and Unfair Labor Practices (ULP). Leads in the preparation of position statements in response to ULP filings. Leads in developing negotiation strategies and alternatives in response to labor management issues. Facilitate grievance resolutions and responses in alignment with the provisions of the collective bargaining agreement. Research Conducts case law research, arbitration decisions, contracts, and other relevant information to formulate effective agency strategies and responses. Draft and edit documented responses on behalf of senior leaders to address labor management issues. Training and Development: Develops labor-related training materials, infographics, and surveys for management and HR personnel. Maximized team knowledge and productivity by facilitating in-person and virtual training to stakeholders internal to the Agency on labor relations concepts and topics. Provides in person and virtual training to both CONUS/OCONUS locations.
